Inside the blue box, use the key to get the magnets locked on top of the box.
Stick one magnet per row on the number board; this will make a 10-digit number.
Don't outright tell groups that they need to use their phone. A few good clues for getting people to realise that they have to call the number are:
“The type of number should be very familiar to you”.
“I mentioned that you needed to take something into the room to solve a puzzle. This is that puzzle”.
(More Info) If they're really not getting it, you can tell them to use their phone.
Phone Call > Goggles
First option:
Press the HQ switch labeled ‘Phone Call’ to trigger or UN-trigger the phone call.
This will either turn on/off the red traffic lights and unlock/relock the Goggle box
(Press this switch again to turn the red traffic lights off and relock the goggle box if it has triggered early.)
Second option:
Press the Switch labeled ‘Goggles’ to unlock the Goggles box.
Inside the metal box in the corner of the room are a board of numbers and a key on a chain that unlocks the padlocked container above, which holds ten magnets.
The ten magnets will stick to one number per row on the number board.
Once all ten magnets are on the board, it will form a mobile phone number that the group can call using one of their phones.

This will turn on the red traffic light, tell the group the Case File Number and unlock the box with the goggles.
